Did CJI Thakur break down at Chief Justices conference?

Chief Justice of India TS Thakur reportedly got rather emotional during his speech, blaming the Central government for delaying the appointment of judges. He said that files pertaining to appointment of 169 High Court judges are pending with the government.
The conference is also being attended by the Prime Minister Modi and Law Minister Sadananda Gowda.

CJI Thakur also quoted the 1987 Law Commission report which states that there should be 50 judges per 10 lakh people though nothing has been done by the government to realise this yet. Justice Thakur said that both the Central government and State governments are not willing to take up the responsibility and this affects the strength of the judiciary.

He also said that the performance of Indian judges is far superior to their foreign counterparts.

“While this tug of war goes on, the judge strength remains where it is. 38 lakh cases remain where they are. You compare performances of our judges to the other countries, we are head and shoulder above them”, he said.

The Prime Minister, meanwhile, asked the CJI whether it would be possible to reduce the holidays for judges.
