CHINA, A MAJOR BLOCK IN THE ROAD OF TERROR FREE WORLD

The 14th February attack on the Central Reserve Police Forces (CRPF) personnel in Pulwama in which 40 CRPF personnel martyred left the whole country in grief and despair. The anger against the Pakistan who is using the proxy war against India in the form of funding, training and protection to terrorist organization is quite visible in the people. The terrorist organization behind the attack was the Jash-e-Mohammad (JeM), the same organization behind the Parliament Attack in 2001, the Mumbai attacks in 2008 as well the attacks on the army bases in Pathankot and Uri in 2016.
In a strong show of solidarity in the aftermath of terror attack, the United National Security Council has condemned the ‘henious and cowardly’ attacks by the terrorist organization JeM on the ‘Indian Security Personnel’. The major point to be noted is that China is a permanent member of the United Nations Security Council with veto power. China has been a major block in the road of declaring JeM chief Maulana Masood Azhar as international terrorist. However, the real intentions of China can be gauged from the statement of China issued one day after the statement of condemnation was issued by the United National Security Council. China said that JeM has been mentioned in the statement of the United Nations Security Council in ‘general terms’ and this is not a judgment.
The previous attempts of India to ban the JeM chief Maulana Masood Azhar has been blocked by China. India moved to United Nations Sanction’s Committee 1267 in 2009 as well as in 2016 to ban Maulana Masood Azhar. However, its attempts were single handedly blocked by China. In 2016, the proposal was blocked by China thrice on the ground of technical bid before being lapsed. In 2017, France supported by US and UK again put forth the proposal to ban Maulana Masood Azhar but China used its veto power.
Now, in the aftermath of Pulwama attack, France is again preparing to propose to ban the JeM chief Maulana Masood Azhar. Ambassador of France in India, Alexandre Ziegler said that his country is pushing to put Jaish-e-Mohammad chief Maulana Masood Azhar on the UN Sanction List. Sources have verified that France will be again supported US and UK. In another major decision by France, France has decided to corner Pakistan at the Financial Task Force Meeting (FTFM) which is underway in Paris.
In the aftermath of 2016 proposal of India to declare Masood Azhar as global terrorist, China had said that Masood does not fulfil the Security Council’s requirements to be declared as a ‘global terrorist’.
The motive of China behind blocking the attempts to declare Masood Azhar as global terrorist can be traced forms its China Pakistan Economic Corridor project. The strategy of China is to support these terrorist organizations and in return get protected from their attacks. Secondly, China has adopted the policy of non interference in the matters of the terrorist organizations and thus impliedly supporting them at the international level till the time they do not interfere in the matter of Ughurs in China.
Thus, the chances of China supporting the proposa of France is minimal and it is most probable that China will use its veto power.
